Children’s rights protection
Following the RA law «On Children's rights» and basing on annual working program of the Municipality of Yerevan and the Division Code, in 2011 the Division implemented the following activities.
It was considered primary to reveal and solve the fundamental problems of the children in difficult conditions. The specialists of the Division carried out numerous home visits, studied the living conditions of the children in needy families having various problems, provided necessary professional help, assessed their needs, made up individual rehabilitation programs and exercised control over the implementation of the programs.
Within the reported period 99 children left without parental care and 5 persons belonging to the number of the children left without parental care were registered in the Division. Within the "State support to the graduates from the RA Children’s Tutorial Organizations" program within the period from 1991 to 2007 the graduates of orphanages were allocated flats in Yerevan. Proceeding from the necessity the division carried out monitoring of the fact of the graduates’ settlement in the flats (72 visits). On the base of studying the information received from families, orphanages, custody and guardianship bodies and of corresponding documentation the division gave conclusions on placing 84 children in the orphanage. On the ground of parents’ applications 16 children were given conclusions on returning from orphanage to biological parents. In the result of studying the applications received from needy families 25 children were placed in boarding establishment of children’s custody and guardianship in Yerevan, 32 children were checked out. To settle the mentioned problems according to the established law the employees of the division carried out 288 home visits and made up reports on living conditions. On the ground of neediness assessment of 155 children living in hard conditions individual rehabilitation programs were drawn up.
According to the RA Government decree N 269-N dated 18.03.2010 the division studied living conditions of 56 citizens wishing to adopt a child and in accordance with the results the Municipality staff prepared and gave 55 positive and one negative conclusions.
86 children were registered as subject to adoption, 81 citizens were registered as candidates for adopters including 25 married couples and 31 single citizens.
According to the RA Government decision N 459-N dated 08. 05.2008, the division studied the applications and the attached documentation of the citizens wishing to become custody parents on the ground of which three positive conclusions on the possibility to become a custody parent were given. The agreements on disbursing the means provided by the RA State budget to the custody parent were prepared and submitted for signing to the Mayor of Yerevan.
The Division has carried out consistent work to discover , register the children needing special conditions for education and to arrange the activities of certification their needs. Within 2011 942 certificates on need for special conditions of education were handed to the legal representatives of children were prepared and submitted for confirmation.
Certain work has been carried out towards discovering beggar, vagrant children in Yerevan, preventing law violations by juveniles.
With this aim the division has worked with secondary schools, custody and guardianship commissions of administrative districts, with the inspectors of the Police Juvenile Units, Special Republican Educational Complex N1, with a number of non-governmental organizations engaged in children’s rights protection. The existing situation, the problems have been discussed in details, jointly with the inspectors of the Police Juvenile Units a number of measures have been carried out: home visits, individual conversations, need assessment, specialists' aid to families and so on.
At the boarding establishments of children's care and protection seminars on "Parental skills" theme have been organized for the parents of the children living in the boarding establishment.
Certain work has been carried out in the direction of finding the children left out of education and involving them in educational system. On the ground of alarm calls and applications visits to boarding houses, to the families living in temporary shelters have been organized, as a result the children not attending schools have been involved in educational system and continued their study.
The specialists of the division have consistently worked to discover the children living in Yerevan who have no birth certificates, to study the reasons of absence of birth documentation and organize appropriate aid. The problem of birth certificates of a number of children has been settled. With this goal we have cooperated with the divisions of Civil Acts Registration Office, children’s health care establishments, territorial agencies of social service, administrative districts and a number of interested structures.
Jointly with "People in need", "Save the children", "World vision" organizations a number of measures, seminars, "round tables" have been organized around the problems of children’s protection.
Within the reported period the specialists of the division regularly participated in trainings, scientific meetings, conferences.
With the aim of working out the methodological guideline coordinating the activity of custody and guardianship committees of the administrative districts discussions with the participation of the representatives of custody and guardianship committees have been organized both in the Municipality and the administrative districts. The worked out proposals have been included in the confirmed document.
The specialists of the division have regularly participated in the meetings of custody and guardianship committees in the administrative districts.
To ensure performance of the requirements emerged from the programs of measures of Gender Policy implementation confirmed by the protocols of the sessions of the RA Government N19 dated May 2 2011 and N 23 dated June 17 a commission for gender issues have been formed in the Municipality of Yerevan the activity and the organizational issues of which are provided by the division.
The division has participated in the measures, actions organized by the Municipality.
The division has continued the activities within the frames of the program implemented by the informational and analytical center "Nork" of the RA Ministry of Labour and Social affairs directed at filling in detailed questionnaires for the children living in Yerevan in hard living conditions and entering them to the Internet data base.
Within the reported period 1226 applications and noted were registered in the division 456 of which are applications from citizen which were put into appropriate operation and the applicants were given responds within determined terms. The implementation of the mentioned above activities didn't require financing. In special schools N 1,6 and 8 the division organized Christmas events with participation of fairy tale heroes. The children were given sweets and sport equipment. To carry out these actions the division was disbursed AMD 100 000 from "Yerevan" foundation.
