It’s possible to solve any problem related to Yerevan in a civilized way, in the atmosphere of understanding and for the benefit of our city
Dear residents of Yerevan
The activities of temporary placement of not basic pavilions in non-landscaped area adjacent to the park in Mashtots avenue-Yeznik Koghbatsi street segment of Main Avenue have received public resonance. Different opinions are heard, which are mainly of emotional character. I think that the moment has come to replace these discussions to practical field to exchange reasonable arguments with each other, to consider them and reach public understanding.
As a leader of the biggest community of the RA I clearly understand that without efficient protection of the right for property any development is impossible, no important problems can be solved. Property has the most important public function forming the material base for any activity. The community which denies this truth has no future. Any person who wants to familiarize himself with the facts regarding the prehistory of the activities of placement the temporary constructions in the mentioned area, I think will be able to come to correct conclusions on the base of the existing facts.
The basic constructions, located mainly in the pavements and green areas of Abovyan street in Yerevan, which are owned by the right of property, due to the efforts made by the Municipality of Yerevan, have been dismantled. As a compensation the owners were proposed other areas including the neglected and uncared not green area adjacent to the park of Mashtots avenue-Yeznik Koghbatsi street segment of Main Avenue. This area is registered by the right of landscaping at the name «Kentron-Kanachapatum» CJSC subordinated to Yerevan. In accordance with the order confirmed and agreed with the urban development documentation, at present «Kentron-Kanachapatum» company is placing the pavilions in the garden as a compensation for the basic constructions dismantled in Abovyan street. By the way, they are to be allocated temporarily until the «Old Yerevan» program has been over. In spite of the negative opinions and protests, I am glad that the residents of our city are so concerned with the problems of our dear Yerevan and its future. And though everything is legal in this case and justified with the documents I believe that any important decision however justified it is, it needs additional legitimation, and the best means to achieve this is the involvement of the public and its awareness.
I’d like to inform that in the result of the mentioned process the areas in Abovyan occupied by the dismantled constructions will be improved and landscaped. And in the area of the park the following work is provided:
• restoration and repairing of the headwalls and border stones;
• restoration and enlargement of green zones;
• repairing of the irrigation network;
• repairing pavements
• placement of benches and bins;
• ensuring of external lighting.
I am sure that any problem regarding Yerevan is possible to be solved in a civilized way, in the atmosphere of understanding and for the benefit of our city.
