According to Paragraphs 44 and 46 of the RA Law “On local self governance in the city of Yerevan”, as well as to the decision 154 A of the Council of Elders made on July 12,2018, at the special meeting called on July 16,2018 the First Deputy Mayor of Yerevan, acting mayor Kamo Areyan informed that in accordance with part 3 of Paragraph 29 of the RA Law “On local self-governance in the city of Yerevan” the meeting is considered to be valid if more than a half of the members of the Council of Elders is present. (The council of Elders consists of 65 members). However at that moment only 5 members of the Council were present at the meeting and there was no quorum provided. Consequently, the meeting was announced invalid and following sub-point 2, point 114 of the Council of Elders Regulations, Kamp Areyan announced 30-minute interval.

After the interval there was no quorum again and following the sub-point 2, point 114 of the Council Regulations, the meeting was announced failed.
