The expert team formed by the order of the Municipality of Yerevan conducted research into social welfare of Yerevan with the support of the UNISEF and the World Vision organizations. The results of the analysis of the system were submitted to the discussion of the factions of the Council of Elders. Speaking about the program Yerevan First Deputy Mayor Hrachya Sargsyan noted that structural, legal and content changes are to be made in it. He stressed that particular attention will be paid to the development of professionl skills of the employees.
Presenting the details of the program the head of the Social Welfare Department of the Municipality Lusine Hovhannisyan informed that the aim of the initiative is to assist in the system improvement in the fields of children’s and social protection. The new system offers effective mechanisms for urban management structural improvement, multilateral cooperation, installation of the institute of social employee.
According to Lusine Hovhannisyan, the research is a one-off in the sphere of social welfare of Yerevan. First, the efficiency of management was to be assessed. And they studied the legislation, the human resource management and the social work.
The next step is to merge the Department of Social Welfare and the division for family, women and children’s rights protection to have the Department of Children and Social Welfare which will implement programs in teamwork with newly created divisions of children, social protection and health care of the administrative districts.
The draft decision on making structural changes will be submitted to the confirmation of the Council of Elders.
