Public Notice Regarding the Tender
OPEN PUBLIC TWO-STAGE TENDER FOR THE SELECTION OF AN ORGANIZATION FOR THE CONSTRUCTION AND OPERATION OF A MIXED MUNICIPAL SOLID WASTE PROCESSING PLANT IN THE CITY OF YEREVAN
Subject Matter and Purpose of the Tender:
1. Tender organizer: Yerevan Municipality.
2. Venue of tender: Yerevan, Argishti street 1.
3. Application admission period: applications are admitted Monday to Friday 10:00-17:00, (exception: National holidays).
4. Construction and operation of a comprehensive mixed municipal solid waste processing plant in the city of Yerevan, in compliance with environmental standards established by the legislation of the Republic of Armenia and in accordance with international best practices.
5. The objectives of the tender are:
1) Improvement of public health: through the reduction and proper control of landfills, air, soil, and water pollution is reduced, resulting in a decrease in health-related issues.
2) Clean and safe environment: as a result of waste processing, the accumulation of waste is reduced.
3) Energy and material benefits: energy obtained from processed waste may reduce utility costs and/or partially meet domestic demand for electricity and thermal energy.
4) Mitigation of environmental and climate-related issues: reduction of greenhouse gas emissions.
5) Job creation: the construction and operation of the plant will create new jobs, ranging from technical personnel to administrative and service staff.
Participation Conditions:
1. The review, evaluation, summarization of results, and decision-making regarding the proposals submitted to the tender shall be carried out in accordance with the regulations of the Tender Organization Committee.
2. Resident and non-resident legal entities, including those participating in the form of a consortium, may take part in the tender.
3. Tender packages shall be accepted within a 60-day period from the date of publication of the tender.
4. Tender packages shall be submitted to the Secretary of the Tender Committee, who shall accept the package by signature and provide the participant with a receipt.
5. The tender is open and conducted in two stages.
Deadline for Submission of Packages:
1. No later than 60 working days after the publication of the public tender notice /2026, March 27, 17:00/, at the following address: “Yerevan Municipality Administrative Building, 1 Argishti Street, Room 511,” telephone: 011 514188.
Requirements for the Tender Package:
The tender package shall consist of the documents defined by Annex 7 of Yerevan Mayor’s Decision of 23rd December No. 5249-Ա.
1. Proposals shall be accepted in paper format only.
2. The language of the proposals shall be Armenian.
3. In the subject line of the letter, the following shall be indicated: “CONSTRUCTION AND OPERATION OF A MIXED MUNICIPAL SOLID WASTE PROCESSING PLANT IN THE CITY OF YEREVAN,” and the application shall specify the participant’s name (designation), telephone number, email address, and taxpayer identification number.
4. The proposal must include the information and documents defined in Annex 3.1 confirming compliance with the technical requirements of the tender and the activities stipulated by the contract.
5. Applications submitted in violation of the established requirements, as well as applications submitted after the deadline, shall be rejected.
6. The examination of applications shall commence after the application submission deadline, and participants shall be notified of whether their proposals have been accepted or not within 5 working days following the deadline.
7. Until the expiration of the application submission deadline, the participant has the right to amend or withdraw their application.
8. The Committee may request written clarifications regarding the submitted documents. Such clarifications may not alter the content of the proposal (neither the price nor the key technical conditions). All clarifications must be properly documented and form an integral part of the tender package.
9. Upon the participant’s request, an English version of the tender package shall be provided within a two-week period.

11. A contract, as defined in Annex 9 to Yerevan Mayor’s Decision of 23rd December No. 5249-Ա, shall be concluded in the prescribed manner with the participant declared the winner of the tender.
12. By decision of the Committee, the tender may be cancelled in the event of the elimination of the need or on other justified grounds in accordance with legislation.
Each participant must submit, in a sealed envelope, a completed and stamped application in accordance with the application form approved by Annex 4 of this decision. The tender package must be submitted in a sealed envelope without any inscriptions. Failure to comply with this requirement shall result in the package not being admitted to the tender. If the envelope contains two applications, or if two or more proposed options are indicated in the application, the application of the given participant shall not be considered. Each participant may submit only one tender application.
All received packages are assigned codes. Moreover, the codes of the poster and information sheet presented in the same package must match each other.

Procedure for Submitting Complaints:
Complaints may be submitted in writing to the Secretary of the Tender Committee (via email at gorik.avetisyan@yerevan.am) within 10 working days after notification.
Complaints do not automatically suspend the procedures unless such a decision is made by the Committee.
Other Conditions:
The participant who has scored the highest number of points in the sum of the evaluation results of the first and second stages of the competition, as provided for in Appendix No. 3 to this decision is considered tender winner. In the event that, during the evaluation of the submitted applications, participants receive equal scores, the Committee shall invite the participants with equal scores to open negotiations. Participants shall be informed of the place and time of the negotiations during the session or by receiving a corresponding notice at the email address provided by them. Among the participants with equal scores, the winner of the tender shall be determined by a vote of the Committee following the negotiations. If, as a result of the negotiations, none of the participants with equal scores is declared the winner, a new tender shall be conducted.
