“We will not tolerate any illegal construction in Yerevan,” stated Mayor Tigran Avinyan
In April, a total of 81 cases of administrative violations were recorded for illegal construction and unlawful occupation of land throughout Yerevan. Addressing the Municipality’s continued efforts to fight against illegal construction, Mayor Tigran Avinyan emphasized once again that any form of unauthorized construction in Yerevan is unacceptable.
“The supervisory mechanisms, ongoing enforcement, violation reports, and the demolition of illegal structures must undoubtedly lead to a shift in public attitude and urban culture. We must realize that any form of illegal construction is categorically unacceptable in our city and will never be tolerated. The Yerevan Municipality will continue struggling against illegal construction using the strictest methods and will persistently demolish all unauthorized buildings, whether they are newly built structures without valid construction permits, building extensions, additional floors, annexes, or illegally constructed balconies,” emphasized the Mayor.

The Municipality’s approach is similarly clear when it comes to the proper organization of construction sites. Mayor Tigran Avinyan noted that, beyond supervisory systems and administrative procedures, every construction contractor bears a responsibility toward the city and its residents.
“Dear contractors, dust protection nets are not merely an expense for you – they are a public health issue. Every contractor is obligated to organize and maintain their construction site properly throughout the building process. This is a matter of responsibility toward the people living nearby – toward the children growing up in adjacent buildings.
Any contractor who does not follow these basic steps must realize that they are polluting the environment to some extent. The Yerevan Municipality will continue to enforce these regulations. Moreover, we have offered our colleagues in the National Assembly to significantly increase the fines for such violations,” stated the Mayor.

In the previous week, the following numbers of ticket validations were reported across Yerevan’s public transport system: trolleybuses – 87,282 validations, metro – 524,433 validations, and buses – 1,835,626 validations. This marks a positive increase of 133,895 validations compared to the previous period.
Referring to the approximately 2.3 billion AMD in insufficient fare collection in the public transport sector, the Mayor noted that approximately 75–80% of passengers pay their fares responsibly:
"The majority of Yerevan residents pay their fares without penalty or coercion. Their legal awareness prevents them from avoiding payment or supporting any form of boycott, and I am truly grateful to our citizens for their understanding of the reforms undertaken by the Municipality. Today, instead of “gazelles”, there are modern, high-quality buses operating throughout the city, and there should be an appropriate fare for the service we provide – the fare that the Yerevan Municipality sought to introduce nearly 10–11 years ago for the outdated vehicles we have now replaced. If we do not want to improve the quality of transportation, yes, we can indeed let it deteriorate and return to the same conditions we experienced over the past three decades," stated the Mayor.
