Programs Discussed During This Week’s Working Meeting

A total of 137 pieces of equipment were deployed for snow removal operations across the capital, including 107 units from the "Yerevan Waste Removal and Sanitary Cleaning" community organization and 30 units from the "Green Landscaping and Environmental Protection" CNPO. Over the course of two days, approximately 650 employees were mobilized and 1,000 tons of salt-and-sand mixture were used. Addressing the cleanup efforts, the Mayor of Yerevan expressed his gratitude to everyone who helped keep the city’s roads and sidewalks passable. Speaking about the problems encountered, Tigran Avinyan instructed the relevant departments to explore and implement innovative solutions to boost the efficiency of snow removal operations.

The rise in air pollution levels in Yerevan is primarily attributed to fluctuations in the atmospheric inversion layer, the city's geographical location, and transboundary emissions from neighboring countries. To address this challenge, Yerevan Municipality has introduced a new digital air quality monitoring and management tool integrated into the GIS system. The system’s main objective is to forecast changes in air quality based on anticipated variations in atmospheric layers. Through the GIS platform, authorities will be able to identify in advance the days when inversion layer fluctuations are expected, which often lead to sharp increase in pollution levels. This will allow proactive planning and timely introduction of targeted restrictions to reduce emissions and mitigate air pollution across the city. Mayor Avinyan emphasized that the new technological solution will help residents track air quality conditions, plan their outdoor activities, and reduce the risk of potential health problems.

Within the unified GIS system of Yerevan Municipality, four additional platforms related to the Master Plan of Yerevan have been released as “OPEN DATA.” Citizens now have access to information regarding the Master Plan, the transport network, the engineering geological map, and monuments through an online map. A new tool has been developed to monitor and assess the activities of community schools. It was trialed as a pilot program in 11 schools that have adopted the new management system. The tool involves six key areas: academic effectiveness; professional development and engagement of teachers; quality of management and leadership; environment and infrastructure; community engagement and innovation; gaps and possible risks. Each area has its own dedicated assessment method. The launch of the pilot program has demonstrated the tool’s effectiveness, and it is now ready for full-scale deployment.

With the installation of 1,700 cameras across 42 kindergartens in Yerevan, it is now possible to monitor 706 main building sections. The Mayor has instructed that the video surveillance system be enhanced in all community kindergartens.

As part of the first phase of the Yerevan Energy Efficiency Program, financed through a European Investment Bank (EIB) loan, horizontal measures were implemented in 47 public buildings. Photovoltaic systems were installed in 41 buildings, including 30 kindergartens, 2 cultural centers, and 9 health centers. Solar water heaters were installed in 27 kindergartens, and the lighting systems were modernized in 6 kindergartens.

Following a meeting on January 16 between the Prime Minister of Armenia and the Mayor of Yerevan concerning legal regulations under the Law “On Local Self-Government in Yerevan”, it was determined that the proposed draft provisions require amendment. These revisions are currently underway; once finalized, the approved version will be submitted for inclusion on the agenda of a Government session. Mayor Tigran Avinyan emphasized that the new legislation will bring significant changes to the functions of Yerevan Municipality, providing the necessary legal mechanisms to resolve long-standing issues that have persisted for decades.
