"Yerevan Municipality has initiated the digitization of all its services", Tigran Avinyan

To provide more convenient and accessible services to the residents of Yerevan, the Municipality has launched the "YES" (Yerevan Electronic Services) platform. This initiative, developed as part of the city’s digital transformation strategy, serves as a unified system for accessing community services. Through the platform, users can view information related to their properties, vehicles, waste disposal payments, fees and taxes, and can also make payments directly. Users are no longer required to remember cadastral codes, identification numbers, or other reference data. Using the platform’s tools, citizens can select services, submit applications, and receive official responses, which will be stored in the "User’s Office" section. The platform offers the same functions to legal entities by linking an automatically created account to the director’s personal account. It is designed to serve as a complete digital alternative to the Municipality’s "One Window" service. A preliminary version of the platform is already available at yes.yerevan.am.

Since January 1, 2025, the administration of construction permits has been conducted exclusively through electronic means. However, the current platform provided by the Urban Development Committee continues to present several challenges, creating difficulties for contractors, designers, as well as state and municipal authorities. Mayor Tigran Avinyan has instructed to explore solutions with the relevant departments of the Urban Development Committee to address these shortcomings, including the possibility of temporarily suspending the platform, if necessary.

The project to construct a new sports center for the Children and Youth Olympic Reserve Sports School named after Albert Azaryan will commence in near future. Given Yerevan’s role as host of the 2027 European Gymnastics Championship and the urgency of completing the construction, the Government of the Republic of Armenia, by decision adopted on June 20, 2025, has prioritized the procurement of construction works and related services for the sports school, declaring it a project of urgent necessity. Accordingly, the procurement process will be conducted through the “Urgent One-Person” procedure.

The design work for the 11th station of the Yerevan Metro, “Ajapnyak,” has been fully completed, with the required expertise successfully passed. A draft decision by the Government of the Republic of Armenia, recognizing the overriding public interest concerning affected lands and properties within the planned construction zone, has been submitted for internal governmental circulation and subsequent approval in accordance with the established procedures.
Meanwhile, preparatory work has commenced on developing the construction methodology, with the objective to launch the project in the current year. The Mayor has instructed to begin the construction as soon as possible.

A new road approximately 620 meters in length will be constructed in Davtashen administrative district, connecting the end of Tigran Petrosyan Street (Davtashen 2nd Block) to Pirumyanner Street. The design tender has already been completed. This new road is expected to significantly reduce traffic congestion on Tigran Petrosyan Street, the central road of the Davtashen district.

Three new kindergartens are planned for construction in Yerevan-located on Tsarav Aghbyur Street, in Nor Kharberd, and at 42/1 Shrjantsik Tunnel Street in the Arabkir Administrative District. The processes of obtaining technical specifications for external engineering networks and procuring the corresponding design and estimate documentation are currently underway. 
The old building of Yerevan Kindergarten No. 24 will be demolished and replaced with a new, modern one.

A fine will soon be imposed on individuals who do not pay for public transport. The legislative package related to this issue will be discussed in the National Assembly tomorrow. The Mayor emphasized that, while the vast majority of passengers already pay for public transport without any enforcement measures, the period of free rides is drawing to a close for those who do not.

The full installation of second validators on all buses is expected to be completed by the end of July. Installation of the second validators on MAN buses has already been completed.
