“Improper construction site management will have significant financial consequences for construction companies”, Mayor Tigran Avinyan

06.10.2025

According to data collected in August 2025 from 172 air quality monitoring systems installed at construction sites across Yerevan, the average Air Quality Index (AQI) for PM2.5 was 65, and 15 for PM10. These readings fall within the “Good” (0-50) and “Moderate” (51-100) AQI categories.
In August 2024, 97 monitoring devices were installed. During that period, the AQI readings were 56 for PM2.5 and 15 for PM10.
In September 2025, data from 166 monitoring stations showed an average AQI of 58 for PM2.5 and 12 for PM10 – again falling within the “Good” or “Moderate” categories.
In September 2024, data from 131 monitoring devices recorded AQI levels of 55 for PM2.5 and 18 for PM10.
Mayor Tigran Avinyan rejected claims that air quality in Yerevan significantly deteriorates during the summer and autumn months, given the readings from all 166 monitoring devices installed at construction sites.
“Those construction contractors who fail to implement required dust control measures, or generally, fail to comply with the construction site furnishing standards established by the City Council, will be subject to strict penalties. I assure you, you will pay fines amounting to hundreds, millions of drams for your irresponsibility. In line with regulations for the proper management of construction sites, the Yerevan Municipality will consider offering various privileges to developers in the coming year. Fee privileges for extensions of construction permits will also be evaluated in the context of construction site furnishing compliance”, emphasized the Mayor.
